For 28 years, Wyle’s Cost Analysis Group, currently operating from facilities in Northern Virginia, has provided a full spectrum of program assessment and cost analysis support to the government. Our experienced staff of engineers, cost analysts, and operations research specialists is able to respond to customer requirements for a wide range of cost estimation and analysis and earned value management (EVM) tasks. We provide these services to our clients now and offer them to all agencies through MOBIS and the SINs specified below.

874-1 Consulting Services
Services may include providing expert advice, assistance, guidance or counseling in support of agencies' management, organizational, and business improvement efforts. This may also include studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. Examples of consultation include but are not limited to: strategic, business and action planning; high performance work; process and productivity improvement; systems alignment; leadership systems; organizational assessments; cycle time; performance measures and indicators; program audits, and evaluations.

874-6 Privatization Support Services and Documentation
May include, but is not limited to, support, assistance and documentation generation required in the conduct of OMB Circular A-76 studies such as development of Performance Work Statements (PWS), development of Quality Assurance Surveillance Plans (QASP), performance of management studies to determine the Government's Most Efficient Organization (MEO), development of in-house Government cost estimates, comparisons of in-house bids to proposed SSA prices, and Administrative Appeal Process support.

874-7 Program Integration and Project Management
Contractors shall provide services in the management, integration, and programs and projects. These services may include, but are not limited to: program management, program oversight, project management and program integration (team leader).

Technical/Professional Labor Categories (Applicable to all listed SINs)

1. Technical Area Lead
Function: Serves as the senior expert and Integrated Product Team lead for the development and execution of business in his technical area. Has overall control and responsibility for applicable Wyle efforts, and serves as spokesman on technical and functional issues impacting the program/project operations. Oversees the execution of the required technical and administration support efforts, and monitors the acquisition and employment of resources to meet project and contractual requirements. Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 20 years of professional experience, including at least 15 years of experience in a technically related function is required. At least 10 years of this experience must have been in a management capacity.

2. Deputy Technical Area Lead
Function: Assists the Technical Area Lead, and serves as acting Technical Area Lead in his absence.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 18 years of professional experience, including at least 15 years of experience in a technically related function is required. At least 8 years of this experience must have been in a management capacity

3. Technical Director
Function: Responsible for evaluating and developing company technical resources; and ensuring that appropriate resources are available to be applied to contract efforts. Oversees compliance with the company Quality Management System, and internal audit requirements. Reviews contractual technical products for conformity to customer and contractual requirements.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 15 years of professional experience, including at least 13 years of experience in a technically related function is required. At least 7 years of this experience must have been in a management capacity

4. Deputy Technical Director
Function: Assists the Technical Director, and serves as acting Technical Director in his absence.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 15 years of professional experience, including at least 12 years of experience in a technically related function is required. At least 5 years of this experience must have been in a management capacity

5. Senior Program Manager III
Function: Manager and administrator for medium to large contract efforts. Plans, directs, and monitors all contract activities. Serves as the primary interface with the customer program mgr, contracting officer representative, and quality assurance evaluator on technical, contractual, and quality issues.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 15 years of professional experience, including at least 12 years of experience in a technically related function is required. At least 4 years of this experience must have been in a management capacity.

6. Program Manager II
Function: Manager and administrator for small to large contract efforts. Plans, directs, and monitors all contract activities. Serves as the primary interface with the customer program manager, contracting officer representative, and quality assurance evaluator on technical, contractual, and quality issues.

7. Program Manager I

Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. 8. Senior Section Lead
Function: Provides immediate supervision to a unit of employees supporting a contract effort. Typically works under the supervision of a Senior Program Manager on medium and large contract efforts.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 11 years of experience in a technically related function is required.

9. Section Lead
Function: Provides immediate supervision to a unit of employees supporting a contract effort. Typically works under the supervision of a Program Manager on small contract efforts.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 10 years of experience in a technically related function is required.

Investigator
Overall Function: Applies a wide range of analysis techniques, such as Lean, 6 Sigma, Theory of Constraints (TOC), RCM, risk assessments, etc. to evaluate process requirements; identify process issues, constraints, and problems; evaluate process interfaces; identify areas to improve process efficiency and accuracy; and develop approaches for testing proposed solutions and modified processes. The focus of the Investigator is the investigation, identification, and resolution of process problems.

10. Investigator III (Principal Investigator)
Function: Typically serves as lead Investigator on medium to large contract efforts, and oversees the work of more junior Investigators.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 12 years of experience in a technically related function is required.

11. Investigator II (Senior Investigator)
Function: Typically serves as lead Investigator on small to medium contract efforts, and oversees the work of more junior Investigators.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.

12. Investigator I (Investigator)
Function: Typically works under the supervision of an Investigator III or II. Can serve as lead Investigator on small contract efforts.

Experience: At least 7 years of experience in a technically related function is required.

Scientist
Overall Function: Applies scientific knowledge and expertise in the evaluation of technical and scientific processes and development of training material. Typically works with investigators to ensure that technical and scientific factors are properly considered when process analysis techniques are being applied. Typically is technical lead for efforts involving highly technical processes.

13. Scientist IV (Principal Scientist)
Function: Typically serves as lead Scientist on large contract efforts, and oversees the work of more junior Scientists.
Education: Bachelors degree in science, operations research, mathematics, or other appropriate scientific or technical discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 12 years of experience in a scientifically or technically related function is required.

14. Scientist III (Senior Scientist)
Function: Typically serves as lead Scientist on small to medium contract efforts, and oversees the work of more junior Scientists.
Education: Bachelors degree in science, operations research, mathematics, or other appropriate scientific or technical discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.

15. Scientist II

16. Scientist I
Function: Typically works under the supervision of a Scientist IV, III, or II. Can serve as lead Scientist on small contract efforts.
Education: Bachelors degree in science, operations research, mathematics, or other appropriate scientific or technical discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.

Facilitator
Overall Function: Evaluates existing organization, business, and technical goals; integrated product teams functionality, and cross-discipline cooperation. Develops plans to improve internal performance, simplify and shorten process time, and minimize internal costs while increasing the overall quality of work/product/service output. Works with agency personnel to facilitate team building, development of multi-functional teams, and implementation of new or modified processes.

17. Facilitator V (Principal Facilitator)
Function: Typically serves as lead Facilitator on large contract efforts, and oversees the work of more junior Facilitators.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 8 years of experience in a technically related function is required.

18. Facilitator IV (Senior Facilitator)
Function: Typically serves as lead Facilitator on medium contract efforts, and oversees the work of more junior Facilitators.

23. Consultant IV (Senior Consultant)
Function: Typically supports contracts and/or clients with issues in his area of expertise, and oversees the efforts of more junior consultants.

Management Advisor
Overall Function: Works with agency management in the evaluation of existing organization, business, and technical goals; and in prioritizing process improvement efforts. Works with management personnel in defining and carrying out their role in process implementation, and provides advice on evaluation of process implementation results. Assists management personnel in strategic planning, development of performance measures and indicators, and in the establishment of program audits.

27. Management Advisor V (Principal Management Advisor)
Function: Typically serves as lead Management Advisor on large contract efforts, and oversees the work of more junior Management Advisors.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 12 years of experience in a technically related function is required.

28. Management Advisor IV (Senior Management Advisor)
Function: Typically serves as lead Management Advisor on medium contract efforts, and oversees the work of more junior Management Advisors.

33. Subject Matter Expert II
Function: Typically supports contracts with issues in his area of expertise.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate technical or business discipline is required. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 8 years of experience and expertise in a technically related function is required.

34. Subject Matter Expert I
Function: Typically supports contracts with issues in his area of expertise.

Analyst
Overall Function: Applies a wide range of analysis techniques, such as critical path analysis, cost vs benefits analysis, process constraints analysis, etc. to evaluate process requirements and overall process operation; identify process issues and constraints; identify areas to improve process efficiency and accuracy; and develop approaches for testing proposed solutions and modified processes. The focus of the Analyst is the evaluation of process operation.

35. Analyst V (Principal Analyst)
Function: Typically serves as lead Analyst on large contract efforts, and oversees the work of more junior Analysts.
Education: Bachelors degree in business, finance, operations research, science, mathematics, or other appropriate scientific or technical discipline is required. A master’s degree is preferred. Equivalent experience and expertise may be substituted for the degree.
Experience: At least 8 years of experience in a technically related function is required.

36. Analyst IV (Senior Analyst)
Function: Typically serves as lead Analyst on medium contract efforts, and oversees the work of more junior Analysts.

Financial/Cost Analyst
Overall Function: Applies cost estimating methodologies, models, and procedures to estimate costs of current and/or projected programs, systems, and processes. Performs cost analysis to support program control, financial management, and budget development. Performs life cycle cost/total ownership cost estimating and contract cost analysis for acquisition programs and procurement of systems, equipment, and services. Performs cost analysis of vendor proposals to develop should-cost estimates, and to determine actual and at-completion costs. Develops cost estimating relationships and cost risk models. Plans and directs cost estimating and analysis tasks in accordance with project requirements and objectives.

40. Financial/Cost Analyst III (Senior Cost Analyst)
Function: Typically serves as lead analyst on more complex efforts and provides supervisory oversight for lower level financial/cost analysts.
Education: Bachelors degree in finance, accounting, business, mathematics, or other appropriate discipline is required.
Experience: A minimum of 7 years of professional experience, including at least 4 years of experience in a technically related function is required.

41. Financial/Cost Analyst II (Cost Analyst)
Function: Typically serves as financial/cost analyst on small, non-complex efforts and works under the supervision of a level III analyst on larger efforts.
Education: Bachelors degree in finance, accounting, business, mathematics, or other appropriate discipline is required.
Experience: A minimum of 5 years of professional experience, including at least 2 years of experience in a technically related function is required.

42. Financial/Cost Analyst I (Junior Cost Analyst)
Function: Works under the immediate supervision of an Analyst II or III.
Education: Bachelors degree in finance, accounting, business, mathematics, or other appropriate discipline is required.
Experience: Entry level position-experience not required.

43. Programmer Analyst
Function: Provides programming support to Analysts, Investigators, Scientists, and other personnel on contract efforts.
Education: Trade school certification or Associates degree in an appropriate discipline is required. Equivalent experience and expertise may be substituted for the certification or degree.
Experience: A minimum of 2 years of professional experience is required.

Trainer
Overall Function: Evaluates training requirements and training programs, develops training curriculums and training courses to satisfy new training requirements, develops training course material and training aids, provides classroom instruction, and develops metrics and systems to track the success of training programs. Works with Facilitators to develop training scenarios in the implementation of new processes.

44. Trainer III
Function: Typically serves as lead Trainer on medium contract efforts, and oversees the work of more junior Trainers.
Education: Bachelors degree in an appropriate discipline is required. Equivalent experience and expertise may be substituted for the degree.
Experience: A minimum of 3 years of professional experience in a technically related function is required.

45. Trainer II
Function: Typically serves as lead Trainer on small contract efforts, and oversees the work of more junior Trainers. Can serve under the supervision of a Trainer III or IV.

47. Project Manager

48. Technical Associate II

50. Production Specialist
Function: Provides production support to Technical Associates in the development of multi-media products.
Education: Trade school certification or Associates degree in an appropriate discipline is required. Equivalent experience and expertise may be substituted for the certification or degree.
Experience: A minimum of 2 years of professional experience is required.

51. Technical Writer
Function: Provides technical writing support to contract efforts.
Education: Trade school certification or Associates degree in an appropriate discipline is required. Equivalent experience and expertise may be substituted for the certification or degree.

52. Technical Editor
Function: Provides editorial support to contract efforts.

Function: Provides Technical support to contract efforts.
